The FDD3000 can do the double step on 80 track drives BUT TOS nor CP/M for FDD3000 have that implemented.
I see the problem of the 360K disc itselft might not have the density to use the first 20 tracks as 40 tracks?
I have used a 3.5" drive with 140K and 620K format under TOS and it works flawless. But all 3.5" disks are 80 tracks...

Or it can be done by additional hardware.

Yes, this is the physical aspect of the problem. But I have some 360K disks formatted as 720K (620K TOS), so it is really matter of disk quality.
The logical aspect is that the format of an inserted disk should be recognized somehow, magically :)

Exactly. They work perfectly, as long as you don't use 1.4M disks.
But the format detection aspect remains pretty the same, although the number of cases is lower, as there are always 80 tracks (per side).

I have used HD discs with 40 tracks and 80 tracks under TOS and found no problems/errors using them. But then I'm using a DSDD drive, not a DSHD drive.

Lucky you, I must admit. 3.5" DSDD drives are rare.
On the other hand, I was never able to use 5.25" HD disks with TOS.

1.2MB disks on a 1.2MB drive?
Or 1.2MB disks on a 360K drive?
I think I don't own any 1.2MB disk but I do have a 1.2MB drive...
