The FDD3000 can do the double step on 80 track drives BUT TOS nor CP/M for FDD3000 have that implemented.
Or it can be done by additional hardware.
I see the problem of the 360K disc itselft might not have the density to use the first 20 tracks as 40 tracks?
Yes, this is the physical aspect of the problem. But I have some 360K disks formatted as 720K (620K TOS), so it is really matter of disk quality.

I have used a 3.5" drive with 140K and 620K format under TOS and it works flawless. But all 3.5" disks are 80 tracks...
Exactly. They work perfectly, as long as you don't use 1.4M disks.
But the format detection aspect remains pretty the same, although the number of cases is lower, as there are always 80 tracks (per side).
